The purpose of this work is to introduce free roaming domestic animals as integrant part of the urban fauna, that due to their situation demand governmental attention, through making politics towards to their wellbeing and safety. This work also aspires to communicate the importance of a socioenvironmental change to the city’s environment by assisting free roaming domestic animals. Thereby, successful models of studies were collated, whose adaptation and application in the city of Porto Velho, Rondonia’s capital, will bring improvements for both human beings and in free roaming animals, Because the capital city must acknowledge that animals are sentient beings and that to their wellbeing on this planet it demands behavior changes based on the ecocentrism. The methodological approach in this essay is qualitative; mainly consisting of bibliographic and documentary procedures, in addition, draft laws still in process that seeks to attend the needs of treating non-human animals with dignity. As the essays final focus is to verify the reality of Porto Velho, if there are public politics about the theme, some information was collected from the Secretaria Municipal do Meio Ambiente through an interview conducted with the agency's veterinarian.
