Barriers to enforce the rights of children and adolescents who are victims or witnesses of violence from the view of the psychology internship at the prosecution office for the protection of children and youth in the county of Porto Velho.

Abstract

The present work seeks to report obstacles to the implementation of public policies that aim to guarantee the rights of victims or witnesses of violence against children and adolescents from a Psychology perspective at the Child and Youth Protection Prosecutor's Office in the district of Porto Velho, in Rondônia. It is understood that law no. 8,069 comes from a transformation in the understanding of what constitutes childhood and what constitutes youth. It is also understood that this norm underwent updates following the emergence of other laws, such as law no. 13,431/2017, protected listening law, which establishes the System of Guarantees of Rights of Children and Adolescents Victims or Witnesses of Violence - SGDCAVT, as well as defining a series of rights aimed at all children and adolescents who are victims or witnesses of violence. It is evident through the extensive material published both academically and in reports referring to public policies and violence, the progress of global and Brazilian legislation regarding the rights of victims of children and adolescents, as well as the persistence of obstacles to the implementation of rights and guarantees provided for in the SGDCAVT in the Amazon. Aspects related to the skills of the technical staff involved in protection institutions and cultural aspects related to violence are factors that compromise the effectiveness and efficiency of services related to the rights of victims of violence, even in the case of children and adolescents, in the context of Amazon.
