Abstract

This study, we intend to verify the existing relationship between the state peniten­tiary system, based on the State of Rondônia, part of the Western Amazon, and the socalled Federal Penitentiary System, to evaluating whether the movement of prisoners between these two models in some way, contributes to the expansion of prison gangs, or, still, stimulates or favors the emergence of new prisoners’ groups by states, and how this impacts on the monopoly of violence and estatal control of prisons. In fact, with the prison gangs, gradually, comes up a new mo­del of behavior for prisoners, with rigid codes that led to domination of a large part of the prison population and the prison space. With this, the prison, which should be an institution focused on the control of violence and crime, for the re­socialization of the prisoner, becomes an environment for the promotion of more violence and more crimes,which was, in fact, the reason for the creation of the Federal Penitentiary System as a mechanism to control this violence and also as a way to combat the gangs of prisoners. However, as a consequence of its creation, occurred it meeting of criminal leaders from all over the country, forming what was called “Central Crime Committee”.
