Abstract

This research deals with the investigation of public policies on drugs in the Amazon. Its objective is to analyze the actions and policies of other countries, in particular the Portuguese public policy, and to ascertain the data on its efficiency. The intention is to verify if public policies that flexibilize or suppress the state punitivism, can serve as a reference for the formulation of public
policies on drugs in the Western Amazon, considering the multicultural relations of the region. The method of study of the judicial processes allows to verify the profile of the traffic and association for the drug traffic in Porto Velho-RO. Moreover, the comparative study of drug policies serves to understand the instruments used by countries that have succeeded in reducing the use and abuse of drugs. In the end, the hypothesis was confirmed that the drug policies of other countries, especially that of Portugal, are important alternatives, which may constitute objects of discussion for implementation in the Brazilian reality. Thus, it was inferred that the anti-drug policy determined, mainly through Law 2006 / 11.343, which created the SISNAD - National System of Public Policies on Drugs, is ineficiente, and sometimes, causes social distortions. In addition, the application of these instruments in the punitive system did not reduce the incidence of crimes related to drug dealing by the Brazilian State, especially in the Region of Porto Velho / RO.
