Abstract

Public policy for teenagers offenders: an analysis of the socio-educational po­licies of reeducation in Porto Velho (2016/2018), the theme of this article is work. The issued addressed by the research was to identify the way SINASE is beig enforced in Porto Velho. The work answers questions such as: is the current policy fullilling the purpose of re- educating the teenager offender? In what way the System of Rights is preserving the human rights of these teenagers/the group as whole? The hypothesis starts due to correlation but no actions from SINASE in Porto Velho/RO and the reoccurrence, the death and/or the insertion of teenagers into the criminal system. The overarching purported of this research is to analyse the socioeducational actions of juve­nile detention in Porto Velho/RO, means applied by SINASE. For that purpo­se, the specific objectives are: know the psychosocial proceedings adopted by the male juvenile correction centers in the city of Porto Velho/RO; Identi­fy the structural conditions of said institutions in Porto Velho/RO; Know the role of inspection and enforcement of said socioeducational programs and the absence of liberty in Porto Velho/RO; To present statistics and data about reoccurrence of the subjects in the socioeducational system, criminal system and death. The data was collected through the analysis of technical reports and field research, where the technique used was structured interviews with scripted questions to be applied to the participants of the research; Visits to the juvenile corrections and meetings with the technical team, in both scena­rios a travel journal was kept. The analysis of the data was made by using the analysis technique and for that the answers to the interviews were organized in categories. The results of the research are here presented and identified a discrepancy between what ECA and SINASE reports and the reality of the teenagers in the juvenile socioeducational programs and their lack of liberty in Porto Velho/Ro, above all, the questions related to the physical structure of the juvenile correction centers and the team in charge of said programs. The Sistema de Garantia de Direitos in Porto Velho also is not being effective with the laws related to this subject. This work however, has as its purpose to magnify the debate about the programs available to teenagers involved with criminal acts and to make available the inclusion of said group in society as SINASE advocates.
